Yes, of course you are right because first of all in any case this situation is discussed in the Security Council, it is from the one part. But from the other part there is the interference in the internal affairs of Syria on the part of the Arabian Peninsula countries, especially Qatar and Saudi Arabia and the position of Turkey . Turkey openly supports the Syrian opposition. And the Western countries, they try to increase the pressure on Damascus by the sanctions adopted by the European Union and now by the project of the
resolution which is discussed now, which is presented by the Western powers and which is discussed now in New York.
One of the measures proposed in that resolution is that Mr. Assad should
step down and be replaced by the Vice-President. But what is the logic because it seems that both of them belong to one and the same ruling elite?
There is a logic, you see, it is a proposal of the Arab League, it means it is the proposal of the Arabian Peninsula countries. And in reality of course Farouk al-Sharaa the Vice-President is very well known in the world, he was
the Minister of Foreign Affairs during a long period, he is known in Syria . But, you see, the demission of Bashar Assad would be considered in Syria as a capitulation and it would weaken the position of Ba’ath Party and of the
Army. And in reality it would be a capitulation and so this step may lead to the drastic changes in the development of the situation in Syria .
Which means that Mr. Assad is highly unlikely to accept the proposal
from the Arab League, is my understanding correct?
Yes, of course. It is in reality the proposal of the capitulation. And there is another part, in any case it is the Arab League, Washington, London or
Paris which can decide on who is the legitimate ruler in Syria, who is the legitimate chief of the state and it is up to Syrian people to do it but in any case not to the foreign powers.
What is the Russian position in that respect?
You see, as I understand, our position is – there are two parties which are responsible for the warlords. They are terrorist groups which attack the
Syrian Army, the Syrian police and the civilians in Syria . In this situation, as I understand, we see the only possibility to resolve this crisis to begin a dialog among the Syrian Government and the opposition. And that’s why we
have proposed to have a meeting between these two forces in Moscow . And I have to say that Bashar Assad agreed to these proposals but, as I know, they didn’t receive any reply from the Syrian opposition.
And you’ve mentioned the terrorist groups.
In any case there are three forces in the conflict from my pint of view. The first is the Syrian Government, the Ba’ath Party and the Army. The second
part is the internal opposition which especially would like to have changes in the system but would like to do it by peaceful means, by peaceful methods.
And thirdly there is an armed opposition – the terrorist group lead especially by the Free Syrian Army. But at the same time there is an organization
which is named الطليعية – “ Taleeah” , it means avant-garde, and avant-garde are the terrorist groups of the Muslim Brotherhood which is also there and
they are active in Syria in the attacks against the Syrian Army and Syrian civil population.
